Terms of service

The agreement between you and Topapa when you use our service.

1. About these terms

These terms govern your use of the Topapa service, which has not yet launched to the public. Topapa is designed to provide small, short-term electricity token loans to owners and users of UEDCL prepaid meters in Uganda. By requesting a loan once the service launches, you accept these terms.

2. The service

Once launched, Topapa will lend you a fixed amount — UGX 1,000, UGX 2,000 or UGX 3,000 — in UEDCL Light Tokens. Each loan will carry a flat fee of 15% of the amount borrowed, so the amounts repayable will be UGX 1,150, UGX 2,300 and UGX 3,450 respectively. The full repayment amount will be displayed before you confirm a loan. There will be no other charges.

3. Eligibility

  • Once launched, you will need to use a UEDCL prepaid electricity meter.
  • Once launched, a meter will need to have no open Topapa loan. One open loan will be allowed per meter at a time.
  • At launch, your meter number and phone number will be all we require. Additional identity verification may be introduced as the service grows.

4. Repayment

Loans will be repaid automatically: the amount owed will be deducted from your next electricity purchase, designed to work like UEDCL’s existing deduction on your next purchase. You will also be able to settle a loan early through the service. Until a loan is repaid, the meter it was issued on will not be able to receive a new Topapa loan.

5. Your responsibilities

  • You will need to enter your meter number carefully. Tokens will be issued to the meter you confirm.
  • You must not use Topapa for meters you are not authorised to borrow against.
  • Loan tokens are credit: they will need to be repaid through a purchase on the same meter.

6. Pre-launch limitations

Before launch, any test version of Topapa runs on simulated provider and Mobile Money integrations, and features may change or be unavailable without notice. Once launched, we may pause the service for maintenance or safety reasons.

7. Liability

To the extent permitted by law, Topapa is not liable for indirect or consequential losses arising from use of the service. Nothing in these terms limits liability that cannot be limited by law.

8. Changes

We may update these terms as the service develops. The current version is always available at this page, and material changes will be announced in the service.
